Working definition of homelessness

The first recommendation of Jersey’s Homeless Strategy is to define homelessness, so data can be properly collated to inform policy. A working definition has been drafted following discussions with members of the Homelessness Cluster, organisations in Jersey at the coalface supporting people who find themselves homeless or at risk of being homeless.
